Federal Ministry of Younth Decelopment - Following the approval of His Excellency, President Goodluck Ebele Jonathan and in line with youth empowerment programme thrust under the Transformation Agenda of Mr. President, the Federal Ministry of Youth Development (FMYD) in conjunction with the United Nations Development Programme (UNDP) invite applications from suitably qualified young Nigerians to participate in the Junior Professional Officers’ Programme (JPO-P) 

The Junior Professional Officers’ Programme (JPO-P) was established in 1963 to provide young professionals pursuing a career in development with hands-on experience in multilateral technical cooperation. It is funded with donations from donor countries. Currently, there are 19 sponsors comprising 16 countries from Europe and 3 from Asia. The programme is administered by the JPO Service Center in Copenhagen. Denmark and initially for one year with possibility of extension for another one year, depending on satisfactory performance making a total of two years objective of the programme

Content and methodology of supervision:

The Supervisor will provide direction, coaching, guidance and support to the Programme Analyst in order to achieve the tasks under this TOR within the overall framework of the Ethiopia Country Office integrated work plan, UNDP corporate strategies and priorities as well as UNDAF. The Programme Analyst will work very closely with the supervisor, therefore benefiting from daily supervision and guidance. Feedback on performance will be provided based on the UNDP’s Results Competency Assessment (RCA) system and Learning Management System (LMS), whereby individual annual targets are set up in consultation with the Supervisor at the beginning of the year and feedback on the progress will be provided in mid-year and at the year-end.

UNDP Ethiopia works closely with the Government of Ethiopia and other stakeholders to contribute towards building a developed, democratic, and climate resilient nation and empowered citizens.

As the development arm of the United Nations, UNDP Ethiopia supports strategic capacity development initiatives to promote growth and development both in terms of resource and human recourse. Through partnerships with national and regional and local governments, UNDP strives to support the Ethiopian Government in the efforts to eliminate poverty, developing peoples’ capacity, achieving equitable results, sustain the environment, and advance democratic governance.

Focus Areas

Over the past three decades, UNDP’s interventions in Ethiopia has remained people centered and focus on 1) Promoting coordination, efficiency and effectiveness of the United Nations system as a whole at the country level; 2) Providing policy and technical support by working on and advocating for the multi-sectorial challenges of poverty reduction , democratic governance , crisis prevention and recovery and environment and sustainable development; and 3) Acting as an administrative agent for several multi-donor pooled funding arrangements in Ethiopia , including for the Development Assistance Group (DAG ).

UNDP supported programmes and projects help leverage Government counterpart contributions to enhance ownership and sustainability particularly in the case of the Local economic Development Programme that has been implemented since 2009 in seven cities and will now be expanded to a further 19.UNDP Ethiopia’s strategy, detailed in the Country Programme Document 2012-2015 , is in line with the UN Development Assistance Framework (UNDAF) 2007-2011/2012-2015 and is detailed in the two UNDP instruments.

Programme:

UNDP Ethiopia’s programme section is made up of three units: 1) Democratic Governance & Human Rights; 2) Climate Change and Vulnerability 3) Economic Growth and Poverty Reduction
The programme and project staff is supported by a Policy Advisory Unit, Knowledge Management and Monitoring staff that provide strategic support to enhance the programme’s engagement and also help ensure effective monitoring and evaluation of the programmes and projects.

Strategic Frameworks and Tools:

UNDP's work in the country is based on the Standard Basic Assistance Agreement signed in February 1981 by the Government of Ethiopia. The Organization’s activities are carried out in partnership with Government ministries and departments, national and international development partners, UN agencies, alongside the non-governmental organizations and academic institutions.

UNDP Ethiopia’s programming is governed by the following major tools: the United Nations Assistance Framework (UNDAF) for 20012 to 2015,Country Programme Document for Ethiopia for 2012-2015 and Country Programme Action Plan for 2012 to 2015 will be in place soon..

Based on national priorities within the framework of the Growth and Transformation Plan, the Country Analysis is the common analytical tool of the UN system to inform the identification of strategic development priorities by the United Nations.

The CPD is approved by UNDP Executive Board. The Country Programme document is used to provide greater clarity to the UNDAF results, i.e. to make deliverables by UNDP more explicit and thereby aiding monitoring and accountability.

The Country Programme Action Plan (CPAP) will constitute the legal agreement between UNDP and the Government of Ethiopia to execute the Country ProgrammeDocument (CPD) for 2012 to 2015. The CPAP further details the programme design and capacity development strategies outlined more strategically in the CPD.

In addition to the operational services provided to several UN agencies operating in Ethiopia, the Country Office administers the United Nations Volunteers programme (UNV). JPO Induction/Training at Headquarters or other locations will be provided during the first year. Other training components will depend very much on the specific training needs and wants of the successful candidate and will be based on annual individual learning plans to be agreed upon with the supervisor at the beginning of each year.

1. Ensures the implementation of monitoring evaluation systems, policies, strategies, and tools focusing on achievement of the following results, including:
  • Implement RBM and reporting guidelines, monitoring and evaluation procedures etc;
  • Work closely with the Team Leader, PMSU, on office level M&E functions and identify project/programme risk areas and advise management on corrective/mitigating actions;
  • Supports the design and implementation of CPD/UNDAP AP M&E framework and facilitates monitoring and evaluation;
  • Revise RBM/M&E related business processes
  • Based on the M&E Framework/Plan, Monitor UNDP programme to ensure: programmes are on track to achieve programme strategic objectives per the Country Programme Document/UNDAF; contributing to overall goal of the Country Programme; is coherent and the different portfolios are integrated and are contributing to overall objective;
  • Manage Evaluation Resources Center (ERC) and follow up on implementation of evaluation recommendations, ensuring the optimal use of evaluations by providing guidance in the preparation of timely management responses to all mandatory evaluations;
  • Organize and conduct results-oriented monitoring and evaluation trainings in the Country Office and for Implementing Partners
  • Supports CO AWP planning processes and ensures that workplans are in line with corporate standards, policies and templates
  • Provide inputs to the technical progress reports and Annual Progress Report;
  • Facilitation of knowledge building and knowledge sharing on monitoring and evaluation;
  • Provides inputs and quality control on RBM for programmes under formulation
  • Assists in tracking delivery of development results with emphasis on RBM in ATLAS.
  • Undertake any other relevant activities as required as directed to the PMSU team leader.

2. Ensures effective management of the evaluation process in the Country Office, focusing on achievement of the following results:
  • Organization and coordination of evaluation missions for development projects, sectoral and thematic evaluations and desk evaluations/studies on selected sectors/themes.
  • Substantive inputs into Terms of Reference (TOR), consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
  • Guidance on UNDP evaluation policies, procedures and practices to programme managers, UNDP CO staff concerned with evaluation, consultants and/or members of the evaluation team.
  • Provision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate monitoring and evaluation at the later stages.
  • Provision of evaluation feedback into policy/project/programme design, including comments on various documents.
  • Timely preparation of sound analytical documents with well-reviewed and sound positions on areas evaluated, assessment of the impact and effectiveness of UNDP programme.
  • Follow up on implementation of evaluation recommendations. Ensuring the optimal use of evaluations by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication plan.

3. Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
  • Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader EO knowledge management efforts.
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
  • Collaboration and coordination with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues.
  • Organization and conduct of results-oriented monitoring and evaluation trainings in the Country Office.
  • Participation in evaluation community remaining abreast of latest development and professional norms, standards, tools and methodologies;

Required Skills and Experience
Education (only Master's degree or equivalent):
  • Master’s Degree or equivalent in Economics, Social Sciences, International Relations, Political Sciences or related field.
  • Age: Must not be more than 32 years on the date of application
  • Work Experience (at least 1 to 2 years relevant work experience in development issues):
  • Experiences of working on M&E, project management, planning, public administration, or statistical work are strong assets
  • Prior working or living experience in a development country, especially Africa, would be an asset.
  • Understanding and professional experience in Project Cycle Management (PCM) and
  • Managing for Development Results (MfDR) is critical.
  • Language skill: Fluency in English language and ability to speak any UNDP official language is an added advantage.
  • Information Technology skills, including word processing, database application (excel) presentation software (power point) and internet appreciation.
  • An interest in adapting to varied physical and a desire to work with people with different language, national and cultural backgrounds;
  • Evidence of ability to think strategically, work indepenenvironments; dently and demonstrate a sense of self-assuredness.
  • Respect for the UN principles of the United Nations Charter and the participating UN organisation’s mission statement.
